Post subject:  Larger scale production

My current system is rather modest - 10.8kW of panels, but I see new laws in California about special tariffs for PV electrons sold to the grid, especially at peak consumption hours. Made me wonder, since I have couple of acres of south-facing slope at a pretty useful angle (20-some degrees), whether anyone knows where to get advice on deploying a good sized array to generate power with the intent of selling it to the grid. Options like leasing panels, appropriate utility wires to get the power to the grid, how to fund etc. I don't aim to make a profit, but I have a few acres that I cannot afford to irrigate given California's water issues. Calif has set a goal to generate significant clean power and might pay top dollar to get it, making a sensible business out of setting aside space to soak up the sun. Where would I go to get good advice?
