Want to do a new installation and the utility makes it a requirement (and I have to pay for it) to upgrade the meter.
Can they do it?
Since it is a Netmetering setup would the NET power not be the same regardless of the meter - provided the existing meter can spin the other way?

Utilities can pretty much make up any rules they want unless there is a state law saying otherwise ... It not uncommon to require a new meter
