I live near phoenix (33 deg lat) and have a 4/12 pitch roof that faces due south (yea!) The pitch is around 18 degrees. If I flat mount the panels to the roof I'll be out 15 degrees or so from optmum. Is this OK or should I raise the rack to get em at the optimum angle. How much power will I lose if it is off by 15 degrees?

very little , as you will be closer to the optimum angle for the summer months, which the days are the longest meaning more power generation

maybe a 5-10% hit for winter months, but percentage wise you will be fine assuming this is for gridtie
