 Post subject: Xantrex:Xantrex SW4024 with GTI, will not sync to grid HELP

Has anyone experienced this problem? I have a 64 Open Energy roofing tiles tied into 2 outback charge controllers for the battery back up and the system operating at 24 volts. The Xantrex SW4024 will not sync up. The system will not grid tie. It will only run off the batteries until they go below the low battery setting and then the system will shut down on error.
I have spoken to Xantrex and they seem to think it is the grid tie that is the problem. The reason they think this is they say the grid tie is responsible for giving the grid information to the inverter. The inverter meter reads the grid to be 174 volts. When I measure it with my fluke, it is 120volts. They say the grid tie sends the inverter the information via the comunication cable. I have disconnected the grid tie and ran only the inverter and then the meter reads the 120volts. So we are sure the problem is the grid tie, right? Still not sure as Xantrex sent me a new grid tie and I connected it up and gues what happened, yes sir, 174volts and the inverter will not sync as the voltage reading is preventing it from doing so. Anyone have any idea of where I can go next? What is my next step in figuring this out? I am sending the original one back so they can test it but is there something that I am missing or is there something else I need to test. I figured the grid may be sending a signel that messes up the reading but if that were the case, wouldn't all the electronics in the house have issues as well if the grid signal or frequency was out??
