I am new to the PV world and I have a question.

I know that you cannot over power the inverters capactiy, but what is wrong with say, PV panels rated at a total of 2200 Watts on an 1800 watt inverter.
If the PV only outputs 80% of rated capacity, it seems that max input to the inverter would be 1760 watts.
Is this concept reasonable or must I use rated watts instead of acutal output?

You cannot "over power" an inverter. The inverter will adjust it's load on the array to get the most power out of it. If in doing this tracking , it hits the power limit , it will just run at the level (voltage point) the power limit was found at.

For a nominal PV system , you get about 70-75% of the PV STC rating power to the grid in typical conditions. So for your 1800 watt Sunnyboy , you can use an a 2400 watt array and not get into power limit most the time
